So many choices there, but the budget will decide what you get
in the end. Got to agree with the Penns as value for money - and they are really reliable reels.

budget??
You need to set a budget on how much you want to spend, including line.
There's no such thing as best reel for the cheapest.
I suggest starting at about $90-$100 for a reel that is still qaulity and will lasts.
Best to drop into your local tackle store and have a look at whats available.

Must have a good doctor,
Must have a good doctor, they've been closing down for like a year :p
And as Honsu mentioned, if you're looking for the cheapest reel and the best reel, you're looking for two very different reels
The good thing is that you can still get quality reels that will last for not a large price (like the spinfishers on sale)

K-Mart special combo from
K-Mart special combo from Jarvis Walker for some $50. I got it on special for $35.
The rod is not too bad I recon, but I fried the reel on a ray, but it was a big one.

ABU
I don't think you can beat an abu 6500 multiplier. There are a dew different models of this reel though, I use this but it is the c3 ct. Basically the new rocket. If this isn't your thing you could try the daiwa millionair, sl20sh or the sl30sh the 20 is a bit smaller than the 30 but both good alrounders- boat, rocks, beach, jetty but neither of these have level winds.
