It might be a reliable reel, but a big heavy reel loaded with mono is not going to be well matched to a light, crisp graphite rod. Especially if you want to chuck lures, poppers, plastics, etc around. Given the rod choice, I'd say thats what he wants to do.
As Huggy suggested, have a look at the 2500/3000 sizes as well (remember daiwa sizes are a little larger than shimano sizes). You'll still fit 300m of 15lb on a 3000 (perhaps even 20lb if you get the right braid and backing).
Try the reels on the rod and see how it balances up. I know a 3000 would suit my saltwater better (but mine is the 7' so balancing may be different). Have a play around with the sol's. A little stretch would be needed in the budget, but might be worth it.

If the new tierra is the same as the previous model have a look on the handle when its off, you'll see a black peice of plastic on the thread if this is pointed at the end where it goes onto the reel lightly - file it (the point) a bit flatter (just a smidge) and it will fit on better with less movement (wobble) in the handle. Was shown this by a bloke I know who is a service agent for diawa and other reels. Other than that they are a good reel for the price.
well i just got the daiwa triforce havent used it yet but looks and feels like a solid reel only 200 from bcf rockingham pop in if you live around the area ill be happy to lend a hand
Have a look at the Okuma VSystem, Great reels but about $50 more than you want to spend unless you can get it for a good price. I've got 2 of them and they are excellent.

with that budget maybe look at a daiwa tierra the new ones come out with the round eva knob or maybe look at a shimano stradic 4000fi
