I'll presume you have a skippers ticket. Apart from that, what safety gear are you running (can limit where you can fish) and much experience boating (should limit when/where you can go)?

I'd take it out on the river for the first run though.

3 mile or 5 fathom would be easiest spots to start with I would think.

some very good fish out on the 3 mile from hillary's, ocean reef, mindarie.

It really depends what you are chasing but don't feel you have to go a long way out to get good fish.

With winter coming places like Jurien will fire out on the reefs that protect the Bay.

But as Hlokk mentioned it is dependent on your skill, knowledge and faith in your abilities.

Plenty of scope for fishing out of a 14 foot dinghy. Not sure of the experience levels but if you are well experienced (or eventually will be) then five fathom bank, Coventry Reef, back of the three mile, Jurien, Warroora, Gnarloo, Kalbarri and Exmouth will see you having plenty of fun for relatively cheap outlay.

 My cousin is getting his skippers ticket, in the past we have gone out on boats but never owned a ticket! But plan on doing it the right way from now on, is it true that you require some sort of angling license when fishing off a boat? where are all these place five fathom bank, three mile and coventry reef? Mindarie sounds like a good place to start. We used to cruise around in the swan and in geographe bay, not sure what safety equipment he has but will definitely have to make sure that its all up to scratch.

Sounds like Cockburn Sound would be a good place to start, no swell to worry about. Get to know the boat with a bit of chop (seabreeze) before tackling open ocean conditions.
