That generally happpens when a spammer has tried to hit the website and the sites host has quit assigning cpu memory to the site to stop their spam scripts. Well, its my understanding of it from a rather technical email my support site sent to me. I said the other week that I was going to look into some W.A hosting sites to see if I could remove this problem and increase load times. Now that I have moved into my new place I will chase that up.
Hopefully it hasn't been too much of an inconvenience to anyone. :(
