Not sure
Not sure, but if the star drag is against the handle then it is wound all the way out. ( loose, )
To tighten the drag it should move towards the reel away from the handle. Some of these drags work on a left hand thread. ( oppisite to normal )
I use left handed O/H reels and if my friends use them they normaly wind the star drag the wrong way and it gets stuck against the handle.
I'm not 100% sure this is your problem but worth looking at.

remove the handle
You might have to remove the handle to ease the presure, Be careful as the nut on the handle could be left hand thread.
If the nut wont move turning clockwize (normal thread ) try to turn it anticlockwise. ( left hand thread )
It can be touchy on how much presure to apply , be careful you might strip the thread.
Just a tip i was told as a youngster with threads, ( lefty loosy, righty tighty ) but left hand threads are oppisite. If there is enough thread to see you should be able to tell which one it is.
